“For our government, this week’s meeting is going to be a good opportunity for the USA to inform the WTO how it’s going to respond to the DSB advices,” said Errol Cort, Economy and Finance Minister for Antigua & Barbuda.
“Clearly this is a now and after situation. And by after I refer to the rule imposed by the arbitrator appointed by the WTO that, answering USA’s request for a “reasonable period of time”, granted a lapse of 11 months and 2 weeks starting on April 20th, 2005. This lapse ends next April 3rd,” he added. “With this lapse in mind, our delegation, headed by the ambassador John Ashe, is fully prepared to give any kind of detailed answer to any intervention” he concluded.
The DBS is responsible for the application of the WTO dictates and recommendations, but it also has the faculty to authorize punishments when a country or government does not apply what the WTO dictates.
